Presented each biennium by NCASL to recognize outstanding effort in promoting the development of school libraries in North Carolina. The recipient may be anyone who has made an outstanding contribution to school library development in our state. Nominations may be made by library or other professionals and should be in the form of a letter of recommendation that summarizes the nominee's accomplishments.
