Presented annually by NCASL to a school administrator for developing an exemplary school media program and for having made an outstanding and sustained contribution toward advancing the role of the school library media center as an agency for the improvement of education. School superintendents, school principals, or headmasters currently in administrative office and directly responsible for a school or groups of schools at any level are eligible for nomination, which can be made by any current member of NCASL.
