GRS Executive Board Meeting, 3/23/2007

The Executive Board of the Government Resources Section of NCLA met Friday, March 23, 2007,
at 10am at Elon University. Attending were: Beth Kaylor and Eileen Brown, UNCW; Mimi Curlee,
Charlotte Public Library; Beth Rowe, UNC-Chapel Hill; Jennifer Davison, State Library of NC;
and Dianne Ford, Elon University.

Dianne Ford, Secretary/Treasurer, led a morning brainstorming session about possible programming
for the section for the next two years. We focused on "how-to" sessions, providing skills and
training for documents staff at all levels, and "overview" or "what's happening" programs to
keep us all updated on developments in our field.

Another major focus was GRS programming for the Oct. NCLA meeting in Hickory. Many good ideas
from those present and from other board members who had sent their thoughts were discussed, and
possible topics were assigned to various members for follow-up. A separate programming list is
attached.

The decision was made to schedule a section meeting at UNCW on the first or second Friday in June.
As soon as the date is confirmed, a meeting announcement will go out to our section members.

In the afternoon, Mimi Curlee, Vice-Chair, led a discussion reviewing our section By-Laws and
generating a handbook for future section officers. Duties of the officers were clarified and
a number of needed By-Laws changes were identified. After making sure these proposed changes
are consistent with NCLA By-Laws, the board will plan to present them at the next NCLA Executive
Board meeting, and then post them to our own membership before our Oct. meeting.
We will hold elections for officers at our Oct. meeting as well. The formation of a programming
committee was encouraged, but will be left to the discretion of the acting Vice-Chair.

Beth Kaylor and Dianne Ford volunteered to work with Mimi Curlee as the current programming
committee. The group discussed sharing section news in formats other than THE DOCKET,
and creative ways for using our section webpage more effectively.

GRS Section Meeting, 6/08/07

The NCLA Government Resources Section (GRS) met on June 8, 2007, in Wilmington, NC,
at UNCW. Beth Kaylor, section chair, made arrangements for the use of a meeting space
in the Fisher Student Center and for lunch in Randall Library. 15 people attended
the free meeting.

Following registration and refreshments, Beth Kaylor welcomed the group to UNCW and
introduced the current officers. Beth Rowe, past section chair, introduced our morning
speaker, Susan Forbes, Assistant Library Director and Head of Reference at the EPA Library
at Research Triangle Park. Susan presented an excellent program about "EPA Information
Sources"; her Powerpoint will be available on the section webpage.

Mimi Curlee, section Vice-Chair, led a discussion of proposed changes to the section's
By-Laws and committee structure. Proposed By-Law changes must be approved by the NCLA
Executive Board; all proposed changes will be discussed and voted on at the GRS business
meeting during NCLA in October. The proposed changes are attached at the end of these minutes.

The group enjoyed a wonderful lunch, compliments of Randall Library at UNCW.

Jennifer Davison, Head of the Documents Branch at the State Library of NC, updated our group
on news and staff changes at the State Library. There are currently 22 libraries in the state
depository system. A new WIKI has been posted on the state clearinghouse webpage.

The Clearinghouse has a new contract for Content-DM that will be used for archiving digital
state publications. "Best Practices Exchange" met in AZ this year, and contributed many
new ideas for best practices at the State Library.

Beth Rowe, FDLP Regional Librarian for NC, provided regional updates and a report on the
spring Depository Library Conference in Denver. We discussed listing depository policies on
the section webpage, as well as the possibility of posting N&Os to the regional and other
depositories at the same time.

Other items from Beth include:
- dates: NCLA is Oct. 16-19th; FDLP Conference is Oct. 14-17th in Arlington.
- The Annual Item Selection Update Cycle for FDLP runs June 1 - July 31.
- Ann Miller reminds us to give feedback to the GPO.
- An NTIS pilot may remain as a benefit for depository libraries.
- The biennial survey (a new one) will be done right after the selection process is over.
- "Public Access Assessments" (what we're doing to provide outreach and service) may occur in 2008.
- "Browse Topics" and subject guides are new in the GPO catalog. GPO is developing software
to deliver training to all libraries.p

The business meeting of the GRS wrapped up the day. Dianne Ford, Secretary/Treasurer,
reported on current membership (45), current treasury (~$5600), and the March GRS
Executive Board planning meeting at Elon (minutes available on the section website).
Four GRS programs, 3 co-sponsored with other sections, are in place for the Oct. NCLA meeting.
New officers will be elected at the GRS business meeting in Oct. at NCLA.

GRS Section Meeting 10/19/07

The NCLA Government Resources Section (GRS) met in Hickory, NC, at 10am on Friday Oct. 19, 2007,
at the biennial NCLA conference. Beth Kaylor (UNCW), Section Chair, called our meeting to order
and presented the slate of new officers. Mimi Curlee (Charlotte Public Library), Vice-Chair/Chair Elect,
automatically moved in the Section Chair position. Dianne Ford (Elon University), Secretary/Treasurer,
was nominated for Vice-Chair/Chair Elect; Lynda Kellam (UNCG) was nominated for Secretary/Treasurer.
Nominees were unanimously elected. Beth Kaylor is sincerely thanked for all the work during her term
as Section Chair.

Dianne Ford, past Secretary/Treasurer, gave a brief secretary's report of our GRS Executive Board Meeting
in Elon on 3/23/2007, the section meeting in Wilmington on June 8, 2007, and the section business meeting
in Wilmington on June 8, 2007. The current treasury balance stands at ~ $5282.64.

Proposed section by-law changes were discussed, and unanimously approved. These changes will go before the
next NCLA Executive Board Meeting in Jan, 2008, for final approval.

The GRS sponsored programs at NCLA were well received. Our main program on Wed. was "Beyond Google:
Effective Patent Searching in Every Library", presented by Michele Hayslett, NCSU (introduced by Dianne Ford).

On Thurs, we cosponsored with REMCO a program called "Promoting Healthy Lifestyles in Minority Communities"
by Monika Rhue, Johnson C. Smith University (introduced by Jamane Yeager).

On Fri, we cosponsored with BLINK a program called "The American Community Survey: What is New
and What is Different About Using Annual Census Data?"
by Roger Magnus of the State Library of NC (introduced by Beth Rowe).

All programs were well attended and informative - we learned a lot.
PowerPoints from these programs will soon be available on the GRS website.

Suggestions for future programs were discussed, and volunteers were encouraged to help. We will plan towards
an early summer GRS meeting, as well as a program and meeting in the fall. The June meeting may be in Elon or
Raleigh; we might consider moving the fall meeting (early Nov.) farther west in the state.
Some possible programs could be: the Labor Data program that fell through for NCLA; and, the
rapidly changing status of the State Depository program. The executive board will be canvassing other section
members for additional program suggestions.

The GRS business meeting was adjourned in time for the 10:30am program cosponsored by our section.

GRS Meeting of the Officers 11/2/07

The officers of the Government Resources Section met Friday, November 2, 2007 at 9:00 am at UNCG.
Attending were Chair Mimi Curlee (Charlotte Public Library), Vice-Chair Dianne Ford (Elon University),
and Secretary-Treasurer Lynda Kellam (UNCG).

The primary goal of the meeting was to review the new Handbook of Section Guidelines for the section,
compiled and written by Mimi Curlee. The Handbook will be made available to all members through the GRS website.
Please look for the posting.

In addition to reviewing the new Handbook, the officers brainstormed ideas for next year’s programming.
Several preferred topics will be pursued by the officers, including a discussion with an employee from the
USGS or GPO’s maps division and a training session on finding historical census sources online.
Please refer any additional suggestions to Dianne Ford.
