Spring 2003 Documents Workshop
These photos were taken by Beth Rowe on Friday May 9 at the Spring 2003 workshop at McKimmon in Raleigh. The workshop, "Taking the Pulse: a Day of Updates" featured an update on copyright by NCSU scholarly communication librarian Peggy Hoon, a panel discussion on Government Documents in the Online Catalog featuring Mary Ellen Spencer (VCU), Dave Durant (ECU), Mary Horton (WFU) and Ann Miller (Duke). Special appearances by Superintendent of Documents Judy Russell and retiring regional depository librarian Ridley Kessler rounded out an interesting day for the more than 50 attendees present.


The 55th NCLA Biennial Conference is just around the corner. "Libraries - a North Carolina Value" will be held September 23-26, 2003 in Winston-Salem at the Benton Convention and Civic Center. Bryna Coonin, Vice-Chair, has planned a wonderful program for the Documents Section entitled "Libraries, Information, and the War on Terrorism." Mr. Lee Strickland, a career attorney and intelligence officer with the U.S. Federal Government will be our speaker. The topic of this program should be of interest to all librarians. There will be a brief business meeting immediately following the program.
In July of this year, Ridley Kessler, Regional
Depository Librarian, and Federal Documents Librarian, Davis Library, UNC-CH,
retired. As leader, mentor, colleague, and friend, Ridley wore many hats
in the world of documents librarianship. For those of us who remain, his
presence, guidance, and sense of humor will be greatly missed. Good luck,
Ridley, as you enter this new and exciting phase of your life! We hope you
enjoy retirement to the fullest.

Mark your calendars! Plan to join Documents Section
members for a most timely program at the NCLA Biennial in Winston-Salem.
On Friday, September 26 at 10:30 a.m. (room TBA) "Libraries, Information,
and the War on Terrorism" will feature guest speaker Lee Strickland, career
attorney and intelligence officer with the U.S. Federal Government. Mr.
Strickland has been a member of the Senior Intelligence Service since 1986 and
is currently visiting professor at the University of Maryland's College of
Information Studies. He is a well-versed speaker on information tools,
processes, and strategies applicable to the war on terrorism. Regular
listeners of National Public Radio will recognize Mr. Strickland for his
contributions in the months following 9/11. The presentation will be
followed by a brief business meeting of the Documents Section. All are
welcome.

Notable International Documents, Spring 2003
Asian Development Bank (ADB) http://www.adb.org/
The Asian Development Bank site is a rich source for economic statistics and full-text monographs. Established in 1966, the Bank's 61 member-countries stretch from Afghanistan to the various former Soviet Central Asian republics. There are also 17 member countries from outside the region--Europe, Canada, and the United States. In the text below, note that the statistics and full-text publications include information only about the countries in the region.
The Bank's goal is to work toward reducing poverty in the Asia-Pacific region by providing loans and technical assistance for various development activities. Toward this goal, the Bank is involved in regional cooperation, private sector development, promotion of gender and development and environmental protection.
The website is divided up into nine sections. "Regions and Countries" links to descriptions of regional economic development projects and examples of cooperation. For each country, there are Country Reports, Country Strategy and Programs, Country Economic Reviews and Poverty Partnership Agreements. These reports describe various aspects of the countries: economic, political, demographic, human and social development, environmental protection and natural resources management. Most reports are available in .pdf format, though a few are only available for sale.
Various annual publications are available full-text in the "Economic and Statistics" section: Asian Development Outlook (1996-present), Key Indicators (1999-present), Asian Development Review (1997-present), and ERD Policy Briefs, for instance: "SARS Economic Impacts and Implications."
The "Publications" section includes a catalog, a link to publications available online, such as "A New Start for Afghanistan's Education Sector," a list of depository libraries (10 in the U.S.) and a list of distributors of publications, by country. ADB publications are not generally expensive.
The "Topics" section is comprised of 21 general topics, ranging from AIDS to environment, to regional cooperation, to water. Each topic includes country information, news and events, policies, references to publications and links.
The "News and Events" section has information on new loans and projects as well as a calendar of events. "Opportunities" includes business opportunities, consulting services, procurement, private sector operations, co-financing opportunities, employment opportunities.
And last, but not least,
there's a "SAR's Watch" section, http://aric.adb.org/infocus/sarswatch.asp,
which includes lots of
statistics.

People, Events & Important Information
At UNC Chapel Hill, we are singing the "vacant positions blues." Ridley Kessler retired July 31, our Federal Assistant, Kristen Gravitte, left July 24 to return to school at NCSU, and our Microforms Supervisor, Katherine Thornton, left July 3 to return to school at the University of Massachusetts. Ridley's position announcement will be added later this week to http://www.lib.unc.edu/jobs/epa/index.html. We are currently receiving applications for the Microforms Supervisor position--the ad is at http://www.lib.unc.edu/jobs/spa/index.html. We aren't currently able to advertise the Federal Assistant position. We hope to be back to full staff by the beginning of 2004!
Our new State/International Documents Coordinator
is Gwen Smith. Gwen came to us from the Research Triangle Institute, where
she worked in the library for 25 years. She's used to a much faster-paced
work environment but says she "will try to adjust to the pace
here." We're very happy to have Gwen; her considerable library
experience is most useful.

At NC State, the new-ish Head of Government Information Services
is Karrie Peterson, and there is also a new Reference and Government Documents Processing
Assistant, Haley Hall.

At UNC Greensboro, we are undergoing a
change. Our depositories, both Federal and State, are merging with
Reference. However, this merger primarily relates to answering documents
reference questions and regular reference questions in the same place. Up
to now, documents have been located on the second floor, but now our collection
and staff are moving to the third floor, while the head of our department, Bob
Gaines, is moving downstairs amidst the rest of the Reference Librarians.

At UNC Charlotte, the Government Documents desk at Atkins Library was consolidated with the reference desk in 1996. Government documents reference was handled at the reference desk. The breakup of the documents desk meant that many duties were split and delegated to other units within the library, including Technical Services, Access Services, and Reference.
In 2002, a Government
Documents Advisory Committee was formed to bring together those people in the
library who have a stake in documents. A key issue of concern which
surfaced during one of the early meetings was how to handle maps, which appeared
to be suffering from a certain amount of benign neglect. A maps
subcommittee was formed and the subcommittee wrote a report with recommendations
for the University Librarian. The next step hasn't been determined.
