      1st Step

      Issue: Develop a Legislative Agenda Process

      Proposed:

      1. Units in the NCLA route all issues pertaining to legislative action to the Governmental Relations Committee in the form of resolution. These resolutions be passed by the unit’s Executive Board before presentation to the Governmental Relations Committee.

      2. The Governmental Relations Committee considers each resolution. If the resolution is approved by the Governmental Relations Committee, it is presented to the NCLA Executive Board.

      3. If the resolution is approved by the Executive Board Council, it is included in the association’s legislative program for presentation to the North Carolina legislature.
